What is neighbourhood planning?

Neighbourhood planning is a right for communities introduced through the Localism Act 2011. Communities can shape development in their areas through the production of a Neighbourhood Development Plan.

Once agreed and adopted through a formal referendum Neighbourhood Development Plans become part of the Local Plan and the policies contained within them are then used in the determination of planning applications.

The production of the Neighbourhood Development Plan is managed by a Neighbourhood Planning Steering Group. The Neighbourhood Plan Steering Group brings together representatives of the parish or town, stakeholders and members of the local community.

The role of the group is to; define the neighbourhood area, agree a budget and an appropriate funding mechanism, agree the governance structure, prepare and agree a project plan, and ensure working groups have clear terms of reference related to their responsibilities and the project plan.

The Northam Neighbourhood Plan

The Northam Town Council Neighbourhood Plan (covering Northam, Appledore, Westward Ho! And Orchard Hill) is in the early stages of development and public consultation. This website is intended to provide the background, detail and timetable to allow those who will be affected by the Plan’s content to get involved, adjust, influence and be proud of the Northam Neighbourhood Plan.
